 So, Norwegian mass murderer Breivik was sentenced to 21 years with the possibility of five years extension every five years. Which means he'll be there for a while. 

Personally, I think life imprisonment without the possibility of parole would have been a fitting sentence. After you've murdered more than two people in cold blood, you've forfeited your right to freedom, IMO.
